How to read this
- Every act is a point. Each submission counts once, so ten filings score ten. Speaking counts once per hearing, capping the speaking score at three.
- Speaker attribution is noisy in the older transcripts. The 2024 and March 2026 files scatter fragments of the clerk, the chair and other delegates under a named speaker. Names spanning several hearing days are that bleed, not repeat speeches, so speaking is capped rather than counted per day. A few people may be credited with speaking on a misfiled fragment.
- Position is one axis for all three hearings. The hearings voted on different bylaws, so raw labels invert: “opposed” in 2024 and “in favour” in March 2026 both mean fewer homes per lot. The column shows the resolved direction.
- 10 contradictions were resolved against the transcripts, marked † (hover for the finding). In each, a person's spoken and written records were logged as opposites and the transcript showed one was wrong. Eight resolved to restricts, two to expands.
- Names are matched exactly on first and last name, so nicknames and changed surnames are missed. Every count is a floor, and two people sharing a name merge into one row.
- Community is known for 30% of rows, from submission records rather than the podium. The community view ranks what we can see.
- People who participated once and never spoke are excluded from the table, but counted in the summary above.
